Cost of Living 3.4.3:

We will continue to develop and advance initiatives to displace diesel generation in the NWT, including:

  • Hydroelectric power and transmission lines, including the Taltson expansion;

  • Wind energy projects, including the Inuvik High Point Wind Project, and assessing the feasibility of wind energy projects in other communities or regions;

  • Solar energy projects;

  • Biomass energy projects; and

  • Seeking federal funding under the Pan-Canadian Framework on Clean Growth and Climate Change

Status:

The GNWT continues to advance initiatives to displace diesel generation in the NWT. Generally this work will be informed by the NWT 2030 Energy Strategy and specific projects will be undertaken as part of the Energy Action Plan. The GNWT will be applying to the federal government under the Pan-Canadian Framework on Clean Growth and Climate Change to support the implementation of the energy action plan.

Next Steps:

  • Submit GNWT application under the federal Low Carbon Economy Leadership Fund for energy efficiency and fuel substitution projects under the NWT 2030 Energy Strategy Action Plan 2017 Q4

  • Complete other funding application to the federal government, such as through Infrastructure Canada and Natural Resources Canada in 2018 Q1 and Q2.

  • Complete and release the final NWT 2030 Energy Strategy and Action Plan 2018 Q2

  • Begin implementing the Action plan 2018 Q3

  • Engage contractor for a community solar project 2018 Q2

  • Complete community solar installation 2019 Q4

  • Complete Inuvik wind project feasibility report 2018 Q2

  • Complete Inuvik wind baseline and regulatory work 2018 Q4

  • File Inuvik Wind regulatory application 2019 Q2

  • Complete wind monitoring in Sachs Harbour and Normal Wells 2019 Q4

  • Continue Community Wood Stove program administered by the Arctic Energy Alliance

  • Complete Aklavik 55kW Solar PV and Variable Speed Generator (VSG) - 2017 Q4

  • INF continues to explore potential markets for Taltson hydropower in Alberta and Saskatchewan

Accomplishments to Date:

  • Complete NWT Housing Corporation solar installation in Inuvik - 2017 Q3

  • Complete two solar installation in Inuvik on two GNWT buildings - 2017 Q4

  • Complete Fort Simpson Combined Heat and Power (CHP) Biomass Demonstration Project - 2017 Q4

  • Undertake LED retrofits in community government buildings in Norman Wells, Fort Simpson, Aklavik, Paulatuk, and Trout Lake - 2017 Q1

  • Complete Solar Report Card in thermal region - 2017 Q4

  • Complete Remote Diesel Community Wind Feasibility study in Sachs Harbour

  • Install wind anemometer tower in Sachs Harbour - 2018 Q1

  • Engage southern provinces to explore market for Taltson Hydro expansion Q4 - 2016

Background:

In 2017/18, the GNWT will continue to invest in energy efficiency programs and renewable and alternative energy projects. A draft GNWT Energy Strategy was tabled during the fall 2017 session of the Legislative Assembly. An action plan is also being developed that will be resourced through federal programming dollars that are beginning to emerge. A final Energy Strategy, Climate Change Strategic Framework and Energy Action Plan are expected to be released in February 2018
