Are you interested in serving as a part-time member on the Public Utilities Board?

The GNWT invites expressions of interest from candidates interested in being appointed as a board member to the Northwest Territories Public Utilities Board (PUB).

The Northwest Territories Public Utilities Board (“Board”) is an independent regulatory agency of the Territorial Government, operating under and administering the Public Utilities Act. The Board is primarily responsible for the regulation of energy utilities in the Northwest Territories, to ensure that the rates charged for energy are fair, just and reasonable. It is also responsible for ensuring utility operators provide safe, adequate and secure services to their customers.

The Board reviews applications from public utilities operating in the Northwest Territories with regard to rates and rate structure. The Board also deals with such matters as long term debt, capital expenditures, interim rates and franchises. The Board is responsible for guiding the implementation of overarching Policy from the Minister Responsible for the Public Utilities Board, such as Integrated Power Systems Planning to support and structure the on-going transition to lower carbon energy. 

The Minister Responsible for the Public Utilities Board is seeking  part-time Board Members, including a Board Chair. The Members and Chair will serve the Board for a three (3) year term and may be eligible for re-appointment.

Members receive $325 per day plus travel per diems as required.

Board Members are chosen for their knowledge, skills and experience. Board Members must:

  • Have an extensive business and regulatory background that would prove to be an asset to the Board’s operations. Relevant technical expertise is an asset.
  • Can commit the time and effort to attend hearings and devote the time necessary to study and evaluate matters brought before the Board.
  • Possess the qualifications which will make them effective and responsible members.

The Board Chair is a member of the Board that is selected by the Minister for the position.  The Board Chair  is a part-time position with significant responsibilities including serving as the chief executive officer of the Board, managing and directing operations of the Board, presiding over sittings of the Board and communicating decisions to the public. In addition to the qualifications above, the successful Chair applicant must be able to demonstrate leadership experience in situations of high public interest and scrutiny.  The Board Chair position is remunerated in accordance with GNWT honoraria rates.
