Function

The Inuvialuit Water Board considers applications for the use of water and the deposit of waste into water in the Inuvialuit Settlement Region.

Board Composition

The Board consists of five members, including the Chairperson.

Two members are nominated by the Inuvialuit Regional Corporation, two members are nominated by the Government of the Northwest Territories; and one member is nominated by the federal Minister.

Alternate Members

The Minister of Environment and Climate Change may appoint alternate members to act in the event of an absence or incapacity, or vacancy of a member of the Board, based on a nomination from the Inuvialuit Regional Corporation, federal Minister, or the Government of the Northwest Territories.

Chairperson

The Chairperson is nominated by a majority of the Board members and appointed by the Minister of Environment and Climate Change.

Vice-Chairperson

There is no Vice-Chairperson.

Quorum

Quorum is three members, including one member appointed on the nomination of the Inuvialuit Regional Corporation, one member appointed by government, and the Chairperson.

Appointment Instrument

Members are appointed by the Minister of Environment and Climate Change under section 13(4) of the Waters Act (NWT).

Term Duration

A member holds office for a term of three years and may be eligible for reappointment.

Time and Travel Requirements

The Board generally has 6-8 meetings per year, which includes teleconferences. The Board also holds public hearings, when applicable.

Meetings are usually two days long. Board members may require two analytical days to review all necessary materials.

Remuneration

Members of the Board are to receive remuneration determined by the Minister. Alternate members do not receive remuneration unless they attend a meeting, training session or other event requested by the Chairperson.

Category - Regulatory/Quasi-Judicial

Chairperson - up to $400 per day

Member - up to $325 per day

Chair and members – 50% per half-day (i.e., 3.5 hours or less), for work on board business for each day of meetings.

Other Considerations

The Chairperson is the chief executive officer and has the powers, duties and functions set out in the rules of the Board.

The Minister may remove appointed members and alternates for cause, after consulting with the Board and applicable nominating organization.  

A member may continue to act after the expiry of the term in order for the Board to make a decision in relation to a licence.
