Function

Under the provisions of the Tłı̨chǫ Community Services Agency Act, the Tłı̨chǫ Community Services Agency is deemed a Board of Management. The Tłı̨chǫ Community Services Agency is responsible to manage, control, and operate the health facility or social services facility in the Tłı̨chǫ Region.

Board Composition

The Board is composed of five members or such greater number as may be prescribed, including the Chairperson.

Alternate Members

There are no alternate members.

Legislation does not provide for the appointment of alternate members to the Board.

Chairperson

The Chairperson is appointed by the Minister of Executive and Indigenous Affairs, after consultation with the members of the Board.

Vice-Chairperson

There is no Vice-Chairperson.

Quorum

Quorum is a majority of the members appointed.

Appointment Instrument

Members are appointed by the appropriate appointing authority under sections 5 and 6 of the Tłı̨chǫ Community Services Agency Act.

Term Duration

Members serve at pleasure and may hold office for a term not to exceed four years. Members may be eligible for reappointment.

Time and Travel Requirements

Attendance at meetings (one per year) may be in person or by teleconference. Travel to regional centre where meeting is held may be required.

Remuneration

Members shall receive remuneration according to Executive Council classification and Financial Management Board Secretariat directives.

Chairperson- up to $400 per day

Member - up to $325 per day

Chair and members – 50% per half-day (i.e., 3.5 hours or less), for work on board business for each day of meetings

Other Considerations

To be eligible for an appointment, the person shall have knowledge of health, education, welfare, family and other social programs and services.

Members must be a Canadian citizen or permanent resident, must be over the age of 18, is a resident of a Tłı̨chǫ community, and is not a judge or a member of the Legislative Assembly.

Members are not eligible if he or she has been convicted of an offence within the previous three years.

Members who are employed with the Agency, health facility or social services facility, school, adult education programs, medical, dentist or health professional, financial advisors, auditors or solicitors and their spouses/dependents either employed at, having privileges to, representing, or operating a health or social services facility are not entitled to be or continue to be a member of the Board.

A member will cease to be a member if he or she is convicted of an offence and sentenced to jail; misses two consecutive meetings without having authorization to do so; or contravenes the code of ethics established by the Board for its members.

Members will work with vulnerable population, which include youth and elderly.
