What We are Working on (September 2025)

We recently released our first public deliverables, which includes a plain language summary of our preliminary analysis and the 2024-25 annual report of our progress.  Highlights of each, include:

Preliminary Analysis

  • This marks the first time the GNWT has complied this type of system-wide costing in a unified and accessible way. 
  • Approximately 100 program/service areas and 230 associated sub programs/services are currently being offered within the NWT right now.  This inventory will continue to be refined as we continue our work to define core health and social services.
  • We have identified seven programs/service areas that make up approximately 70% of the total health and social services system costs and should be examined first for sustainability efforts: Addictions Recovery/Treatment, Foster Care, Long Term Care, Medical Travel, Out of Territory Hospitals/Physicians, Physician Services, and Adult Supported Living. 
  • Through our analysis we have observed that the HSS system could benefit from better financial tracking processes, and there is overlap within our corporate service functions across the system.   More analysis in these areas will be completed to support recommendations in these areas.

 

2024-25 HCSS Unit Monitoring and Evaluation Annual Report

  • We have completed 2 of the 5 activities identified in the HCSS Unit Monitoring and Evaluation Factsheet:
    • Identified the programs and services currently being offered by the health and social services system
    • Identifying the programs and services that contribute the most to rising costs in the system.
  • The preliminary analysis was completed three months ahead of schedule, but the inventory and costing will continue to evolve as we conduct more analysis.
  • Data availability remains a challenge for us and we continue to work with the project team and program managers to mitigate this.

Who We’re Working With

 

This month, we continue working with:

  • Program and service staff across the health and social services system
  • The Cross-System Leadership Committee
  • Our Core Project Team

We’re also engaging with other jurisdictions to learn about how they deliver similar services, when appropriate.

What’s Next?

We are moving into our deep dive of the seven prioritized areas.  Operational assessments (where we learn how the program is currently being offered) are anticipated to be completed by the end of January 2026 while the sustainability assessments (where we analyze current delivery against population needs and other delivery options) are expected to be completed by the end of June 2026.  It is at the completion of these reviews, where recommendations related to core delivery will be recommended.
